عقد اجتماع رفيع المستوى اليوم لمناقشة مسألة تغطية تكاليف استهلاك الكهرباء في مخيمات لاجئي فلسطين ال12 في لبنان. وقد عقد الاجتماع الدكتور باسل الحسن رئيس لجنة الحوار اللبناني الفلسطيني وحضرته مديرة شؤون الأونروا في لبنان الدكتورة دوروثي كلاوس ومستشار وزير الطاقة والمياه خالد نخلة ورئيس مجلس ادارة كهرباء لبنان كمال الحايك وأعضاء اللجنة الوزارية القاضي أيمن أحمد والعميد الركن محمد السبع والعميد سامي ناصيف والعقيد أسامة بدران. تم التوصل إلى اتفاق بين الاطراف لبدء عملية التعاقد مع مزود خدمة لتحصيل الرسوم في المخيمات واثبات ان هذه العملية سائرة بالشكل الصحيح بحلول 31 آب/ أغسطس 2023.
في حين أن الأونروا ليست مسؤولة عن التكاليف المترتبة على الاستهلاك الفردي للكهرباء في المخيمات، إلا أن الأونروا ترى ان هناك فجوة إدارية في هذا المجال يجب سدها لما فيه صالح لاجئي فلسطين في لبنان والحكومة اللبنانية المضيفة. ولذلك توافق الوكالة على أنها ستدعم بشكل مرحلي إدارة الترتيبات التي تكفل جباية رسوم الكهرباء في المخيمات وبالتعاون مع لجنة الحوار اللبناني الفلسطيني وهيئة العمل الفلسطيني المشترك.
"لاجئو فلسطين مستعدون لدفع تكاليف الاستهلاك الفردي للكهرباء في المخيمات ولكن هناك حاجة لايجاد اتفاق حول الجوانب الفنية للتعامل مع هذا الأمر في ضوء أهمية هذا الموضوع للحكومة اللبنانية ومواطنيها ومجتمع لاجئي فلسطين. الأونروا على استعداد لدعم حل لهذه القضية المعلقة منذ فترة طويلة لما فيه صالح جميع الأطراف المعنية "، قالت الدكتورة دوروثي كلاوس ، مديرة شؤون الأونروا في لبنان.
Meeting between UNRWA, LPDC, Ministry of Energy and Water, Electricité du Liban and members of the Inter-Ministerial Committee on electricity consumption cost coverage in Palestine refugee camps

A high-level meeting was held today to discuss the matter of electricity consumption cost coverage in the 12 Palestine refugee camps in Lebanon. The meeting was convened by Dr. Bassel Hassan, chairperson of the LPDC and attended by the Director of UNRWA Affairs, Lebanon, Dr. Dorothée Klaus, the advisor to the Minister of Energy and Water resources Khaled Nakhleh, the Chairman of the Board of Directors of Electricité du Liban, Kamal Hayek, and members of the Inter-Ministerial Committee Judge Ayman Ahmed, Brigadier General Muhammad D. Sabaa, Brigadier General Sami Nassif, Colonel Osama Badran. An agreement was reached between the parties to start the process of engaging a service provider for the collection of fees in the camps and provide evidence that this is well underway by 31 August 2023.
While UNRWA is not liable for costs incurred through individual electricity consumption in camps, UNRWA acknowledges that there is an administrative gap in this area that must be filled in the interest of Palestine refugees in Lebanon and the Lebanese host government. The Agency is therefore agreeing that it will support the management of arrangements ensuring electricity cost recovery in camps on a transitory basis and in collaboration with the LPDC and the Palestinian Joint Action Committee.
“Palestine Refugees are ready to pay for the individual consumption of electricity in the camps but there is a need to find an agreement on the technicalities of handling this in view of the importance of this issue for the Lebanese government and its citizens, and the Palestine Refugee community. UNRWA stands ready to support a solution to this long outstanding issue in the interest of all parties involved.” said Dr. Dorothée Klaus, Director of UNRWA Affairs in Lebanon.
